This plan is not merely a collection of projects, but a comprehensive roadmap that includes strategic objectives, implementation programs, and clear timelines, based on international best practices, while taking into account Libya's specific circumstances and its human and natural resources.
The success of this vision requires a genuine partnership between state institutions, the private sector, civil society, and international partners, based on the principle that nation-building is a shared responsibility and that investing in people is the foundation of sustainable development.
